Hello Windows Insiders, today we’re releasing Windows 11 Build 26100.994 (KB5039304) to Insiders in the Release Preview Channel on Windows 11, version 24H2 (Build 26100).

This update includes the following features and improvements:
  • This update addresses an issue that affects Windows Defender Application Control (WDAC). It fails to verify the policies of some apps.
  • This update addresses an issue that affects WDAC. It reports a certain class of its policies as not active or not authorized.
  • This update addresses an issue that might cause DWM.exe to stop responding.
  • This update brings Country and Operator Settings Asset (COSA) profiles up to date for certain mobile operators.
  • This update addresses an issue that affects Unified Write Filter (UWF). Windows Management Instrumentation (WMI) API calls to shut down or restart a system throws an access denied exception.
  • This update addresses an issue believed to be the underlying cause of some Insiders noticing stutters in some animations recently (dropping frames), particularly with Task View.

Okay, I'm up to 994 on my System Two, but that artifact from the pre-pause installation from the Dump is still there.
The one oddity I have in the installation I did with the early ISO (before the pause) from the Dump is this:

It's in the All apps menu, but not in the Installed Apps list, and Revo Pro doesn't see anything to uninstall. I was hoping this update would wipe it out, but no luck.

Anybody have any idea how I can remove this useless eyesore from my All apps list?

Just installed this and rebooted my PC now but I am puzzled as to why under Settings > Windows Update > Update History > Feature Updates it still shows Windows 11 23H2 as being installed on 26/09/23. There is no mention of 24H2 having been installed a couple of days ago. However, under Settings > System > About it shows Windows 11 24H2 installed on 18/06/24 and is currently version 26100.994.

Is this a bug?

Also, is anyone experiencing a spinning blue circle on the mouse cursor every 3-5 seconds since updating to Windows 11 24H2? I have noticed it since updating from 23H2 to 24H2 but I cannot be 100% sure that it wasn't there before.

Yes I was dubious about UUP dump at first but as it's approved by @Brink I trust it

If you have the .560 iso, it may be worth trying to do a repair install. The Recall artifact as you call it, may have made its appearance in the .712 build.

Possibly, possibly not. Dev build 26120.xxx shares a common set of system files with the RP 24H2 build 26100.xxx which was updated by an Enablement Package.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

So what is your Opinion? the build 26100.994 can only go up to 26100.999 . In prior IP's The DEV build number 26120.XXX is the final . But who knows what MS will do, they seem to change with the weather. But The RP ring is or was meant to be the last go before final. The Canary builds complicate it further. It was just a thought.

I could be wrong on this point, but my gut says that final has to be 26100.xxx simply because the new Copilot+ PCs are already shipping with 26100.712 as the production release.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 8GB RAM, 1TB NVMe ssd, supported device running Windows 11 Pro, plus Insider Beta, Dev, and Canary builds (and a few others) as a native boot .vhdx.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro 24H2, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.

Thank you. That's helpful to me because I currently have 863 installed but not all my systems are enrolled in the insider program. Looks like only those in the insider program are offered build 994.
