It was fixed on previous Build, hopefully they are not breaking it again.

They still show this in the blog, perhaps it is just for arm64?

We’re investigating an issue where core Windows surfaces are not able to load in safe mode (File Explorer, Start menu, and others) after the previous flight.

Even if you join the Dev Channel, these Gradual rollout of features may not be available. I checked the list of features and the following features are toggle on.

Toggle on by default:
*Requires an Internet connection to toggle on through Windows Update.
# [Start Menu] New! Additional options in the right-click menu of the Start menu. Microsoft has added new options to rearrange pinned icons in the Start menu. The Start Pane context menu has new commands to move items to the left, right, or top.
# [File Explorer] New! Recommended files in File Explorer Home are now available to all Windows Insiders who are signed in with their personal Microsoft account (and local accounts). These files will provide you quick access to relevant files based on your activity in the Recommended section which is displayed as a carousel with thumbnail previews. This includes content such as files you frequently use, have recently downloaded, or added to your File Explorer Gallery. Users with a work/school account (Entra ID) will have additional types of recommendations available with this update. This change is not yet rolling out in the EEA (European Economic Area). Quick access folders will continue to be available in the navigation pane for easy access to pinned folders.
# [Task Manager] New! We are beginning to roll out a change to the way Task Manager calculates CPU utilization for the Processes, Performance, and Users pages. Task Manager will now use the standard metrics to display CPU workload consistently across all pages and aligning with industry standards and third-party tools. For backward compatibility, a new optional column called CPU Utility is available (hidden by default) on the Details tab showing the previous CPU value used on the Processes page.
# [Taskbar] New! Show smaller taskbar icons" option in the Settings app.
# [Settings] New! We are rolling out “top cards” under Settings > System > About. These top cards provide an easy way to view your PC’s key specifications—processor, RAM, storage, and GPU—helping you understand your PC’s capabilities at a glance. We can manually enable CFR to toggle on these all gradual rollout of features. Because they use the same CFR keys.

To enable the improved HDR settings (updated display capabilities wording, allow HDR video streaming even when HDR is off, Dolby Vision mode option) in Dev 26200.5581 and Beta 26120.3950, run:

Hello #WindowsInsiders, no Dev or Beta flights today but we're hoping early next week. And sadly, Canary is blocked again due to another bug that impacts a lot of functionality that makes using your PC to do even basic things difficult. We have the fix now for next week.

Snipping tool is broken in Dev Build 26200.5581 and Beta Build 26120.3950.
There is a workaround that I found and tested with Builds 26100.3915 and 27842.1000.
But the same workaround is not good for Dev and Beta.
When I tried the suggested workaround with Dev and Beta it prevents Win + Shift + S from starting a snip.
Nothing happens in that case with Win + Shift + S.

MS really screwed this up.

I'm on build 26200.5581 and use the Snipping Tool all of the time, often 10 to 20 times a day. Have not come across any issues so far and I open it from a shortcut using 'explorer.exe ms-screenclip:' It also opens OK using other methods such as Win + Shift + S and I have had no issues with Snips failing in any way.

To make it fail, open File Explorer. Right-click on something (a drive, folder, or file). Now try to get a snip of the context menu you've just opened. Worked in RTM 26100.3775, doesn't in latest Beta/Dev.

Good for you, I have the problem on all my machines with any Build.
The problem only happens if a File Explorer context menu is open.
The suggested workaround is only good for public Build and Canary.

Other users have reported the same problem.

Hi Bree,
On your 26100.3775 could you check this setting?

When I restored 26100.3775 it was failing for me the same way with that Build too unless I changed the setting as suggested above.

The screenshot I repeated in the post above, and the animation of taking a screenshot of the context menu, were made three days ago.

Today, though they have not had any updates, that same machine and all my others on 26100.3775 fail on the same task
