I see the same thing on the Windows Insider Program page in Settings. It was most likely triggered by the pulled update. It'll probably clear itself at some point when this or a new update is released again.

There is no way to tell because we don't know if the build release was halted because of a bug or because of incomplete testing.
In configuration management, a new build always requires a new build number. But this is MS, they can do what they want.
