Keeping minimised windows open

Since changing to Eleven I have a problem with minimised windows. What I need is for any minimised window, eg a website, to remain open and available by clicking until I manually close it. At present if I open another website it automatically replaces the earlier one which vanishes from the bottom bar. I did not have this issue with Windows 10.

Go to Taskbar Settings (settings - personalization - taskbar) and scroll down to Taskbar Behaviors. Where it says Combine Taskbar Buttons, select NEVER. Same as it was in Windows 10, by the way.
