Left Mouse Click on a Window Which Does Not Have Focus Has Unintended Consequence

I am famous for having an incredible memory - but not for having an incredibly good memory. But my recollection is that for a long time if I left-clicked on any part of a window which did not have focus, the only thing that happened was that that the window was given focus. Nothing else. But now if I left click on a window which does not have focus the window is given focus AND the left-click is passed to the app. So If I click, by accident, on the upper-right-corner close button the window closes.

I've experienced various unintended consequences with this but none of them was good. Does anyone know if there is a fix for this? Does MS consider it a bug or a feature?

If a window is not Maximized it is possible to mistake the out of focus for the in focus. The X close button is at the top right corner of most if not all programs.

It looks like a normal operation. If I open Notetab Plus and then have this forum open with focus, then left click on the close X of the Notetab window that window (Notetab) closes.
