For example like searching the net for a particular image using google image recognition but I need it to search in my local storage drives

You can search for .jpg or .jpeg or .bmp etc. using search in File Explorer.

There are some utilities that will search for images using various criteria, Google them.

I think they want to search for duplicate pictures by using a picture to search for them.

Not that I've ever heard of. I'm not sure if a duplicate file finder would work or not.

I was looking at my installed programs and found a duplicate file finder called dupeGuru that I installed years ago and it might work. In the features listing it states it can find duplicte files by name or content. dupeGuru
