Windows 11 Pro
current installed win 11 22000.708
new pc desktop AMD Ryzen 3 3250U with Radeon Graphics.
RAM 8gig 1 t hard driv.
I created a USB using the MCT tool and created in on the machine it would be used.
when it did not work I called HP support since the machine is only two days old.
Was told that it takes a special USB for this machine. Cost was $30. After a short argument he sent one to me FREE
I have tried to install with Secure Boot both enables and disabled with no success.
Is this a special PC? is Microsoft aware of any issue with using MCT.

I used MCT yesterday on my daughters PC with no issues, why do they think it's a 'special' PC that takes a 'special' USB?

Good morning CornishRattler. I am running another MCT right now just to be sure. However on why they insist on this I don't know. I will get the free USB on 6/14 and if that does work I can't argue with them. I am also thinking of downloading the ISO and then creating a USB from it.

Does the USB you have work on another PC? It would be bizarre to only accept some type of proprietary stick, who knows though, nothing would surprise me with HP

I have two of these machines. I have used the same USB on the older one many times. I had tried that USB on this new one and after displaying the USB under f9 It would not start. That was when I talked to HP support and was told it takes a special one.

Was there a Windows or computer problem that needs fixing?
What are you planning to do with the MCT?

a) Does the MCT boot properly in another computer
b) Were all USB ports tried: USB2, USB3, front and back ports?
c) Can the computer boot other flash drives without problems?

Using the 32 or 64 GB flash drive please use Ventoy:

With Ventoy you can make multiple bootable partitions on one flash drive.

On the Ventoy bootable flash drive add multiple bootable partitions: (your choice, these are some options
Windows 10 MCT, Windows 11 MCT, Memtest86, Memtest86+, Sea Tools bootable)

Insert the Ventoy bootable flash drive into the applicable USB port.
Boot to the BIOS and make sure that secure boot is off.
Reboot and repetitively click F9.
Boot to the different bootable software > report the findings

I am betting issue is driver related e.g. HP pc requires certain drivers not on standard install.esd in usb drive created by MCT.

OP - what sort of hard drive in new pc?

I really appreciate all the suggestions. this pc is only two days old. why HP requires a special USB is really crazy. In less than a few clicks I got the form necessary to return it no questions asked for a full refund. they can have it.

Actually, HP is probably not really to blame here. I am 90% certain issue lies with standard MS installer not having suitable drivers. This is very common, especially since advent of nvme drives.

I had similar issues with my ASUS and older Lenovo until I injected the oem drivers into the standard iso. All HP will do is basically what you can do yourself if you are prepared to learn how to do it - it is not that difficult and there are good tutorials in sister www.tenfoums.com site and many on web.

On an older HP computer when it was brand new I was not able to boot any flash drives or have it recognize an external HD.
The HP support and I troubleshooted together.
It was confirmed that it was the HP software that was preinstalled.

One more option if you have not packed up the computer is to try clean boot.

Code:
Device Access Manager for HP ProtectTools

Device Access Manager for HP ProtectTools can be used to block unauthorized access to USB flash
drives where data could be copied.
It can also restrict access to CD/DVD drives, control of USB
devices, network connections, and so on.
An administrator can also schedule when or how long
drives can be accessed.
An example would be a situation where outside vendors need access to
company computers but should not be able to copy the data to a USB drive.
Device Access Manager
for HP ProtectTools allows an administrator to restrict and manage access to hardware.

Example 1: A manager of a medical supply company often works with personal medical records
along with his company information.
The employees need access to this data, however, it is
extremely important that the data is not removed from the computer by a USB drive or any other
external storage media.
The network is secure, but the computers have CD burners and USB ports
that could allow the data to be copied or stolen.
The Manager uses Device Access Manager to
disable the USB ports and CD burners so they cannot be used.
Even though the USB ports are
blocked, mouse and keyboards will continue to function.

Example 2: An insurance company does not want its employees to install or load personal software
or data from home.
Some employees need access to the USB port on all computers.
The IT manager uses Device Access Manager to enable access for some employees while blocking external access
for others.

I guess ignorance is bliss, when 'tis folly to be wise.

I had no trouble clean installing 11 on a newly built PC with a Z690 motherboard, I9-12900k CPU, DDR5 RAM, and an NVME boot drive. Just using a generic USB installation thumb drive.

I'm a little unclear on the problem. What happens when "shipinomore10" tries to boot the PC with a USB created by the MCT?

As it says in the OP. HP said his drive will not work as it needs a 'special drive' as it's a 'special PC'

This is an example but some nvme drives need special Intel IRST drivers depending on mobo controller. My NVME/Optane drive will not boot with standard iso.

It can be other drivers as well e.g. graphics but nvme drives requiring IRST drivers is quite common.

I have to insert the IRST driver into boot.wim and install.wim first. Otherwise installer just sits there with the starting circles endlessly circling as initial boot.wim which bootstraps to the main installer has no driver to recognise my optane drive. Think of it like the electric starter motor not working on a car even though main engine is ok.

Sometimes you are lucky and can get past initial boot stage and then you can sort out driver during installation phase. OP has not answered my question about type of drive though so this is all guesswork, but I am betting it is a driver issue rather than hardware.

I completely agree. I will also bet a dollar to a donut HP is shipping you a installation flash drive. It will already have Windows 11 and required drivers on it. That why they're calling it a "special" usb.

I checked the drivers page for that AIO and HP does not offer f6 (pre boot) drivers to their users.

The big disadvantage I can see about this is that in the future when newer versions of Windows 11 are released, you won't be able to make current iso boot usb drives that will work as you won't have a preboot driver available to install during installation.

I also noticed something else about that AIO. Did it come to you in S mode???.

This is an example but some nvme drives need special Intel IRST drivers depending on mobo controller. My NVME/Optane drive will not boot with standard iso.

(snip)

If memory serves, Intel systems that use an Optane drive as a cache will require the RST drivers.

I'm pleased to have not needed, so far, to install additional drivers to complete a Windows 11 installation. (I've only done a few installs.) I presume there is some equivalent to the old "F6" step.
