Most of the sluggish performance of vista was due to OEM persuading microsoft to lower the hardware specs for Vista, just so they could offload a load of old hardware designed for XP - I was lucky enough to run it on it's original spec hardware and it zipped along - totally left XP in the dirt. and SP1 improved it even more

I would wager that processors that pass the Windows 11 muster would be able to handle Vista aero fine. I call BS.

Just my opinion, but the less clock cycles wasted on the appearance of an OS the better, most people only see it when they switch on the PC or switch application, and to occasionally edit some setting or other. leave the processing power for doing things of value to the user, be that some High-end design system a game or even social media on a browser

From my understanding, Mica Material is supposed to be easier on resources.
