If you go to the Microsoft 365 Insider Program website it implies that you can only join this program if you have a Microsoft 365 subscription. The only way to get Microsoft 365 Beta Channel updates is through the Insider Program.
Perpetual license: If you see a year, like 2019, or “LTSC” in your license name, it indicates a perpetual (non-subscription) version of Office. This license does not receive ongoing feature updates, so you won’t see an option to join the Microsoft 365 Insider program. If you are interested a subscription, see the Microsoft 365 subscription options.

Join the Microsoft 365 Insider Program

However, in another thread on this forum a poster said you could join the Microsoft 365 Insider Program even if you have a Perpetual version of Office. I did that and now my copies of Office Professional Plus 2019 and Office Professional Plus 2021 received the Beta Channel update mentioned in Post #1 of this thread.
