Microsoft introducing new Voluntary Exit Offer (VEO) to eligible employees

 Official Microsoft Blog:

Amy Coleman, Executive Vice President and Chief People Officer, shared the below communication with Microsoft employees today.

Today, we’re introducing a new Voluntary Exit Offer (VEO) to eligible employees within participating organizations. This offer gives eligible employees who may be considering a future outside the company a new choice to make that transition now with support. It also gives participating organizations another way to adapt their workforce to changing needs.

The Voluntary Exit Offer reflects an important part of how we’re evolving our approach to change: creating greater flexibility and, where possible, more ways for employees to shape their next chapter. This builds on what we learned earlier this year through the Voluntary Retirement Program.

What employees should know

This offer will be available to eligible employees in participating teams in Canada, India, the United Kingdom and the United States at level 70 and below. This is a time-limited, voluntary program that gives those who are eligible the opportunity to leave Microsoft with financial support and career planning resources. Some organizations are providing the Voluntary Exit Offer, and some are not. Participation varies based on each business’s priorities, customer commitments and workforce needs.

Eligible employees will receive an email with a link to their Voluntary Exit Offer details within the next few hours.

Looking ahead

The Voluntary Exit Offer is new for us. We’ll learn from it. At the same time, we’ll keep helping people focus on the work that matters most, build new skills and, where it makes sense, find new opportunities across Microsoft. There is no one-size-fits-all approach for every team or every employee. These are a few of the ways we’re trying to meet different business needs while continuing to create opportunities for our own people to grow and contribute.

My promise is to continue to provide clarity, listen and learn and keep improving.

Thank you for everything you continue to do for our customers, Microsoft and for one another.

Amy

There was a Voluntary Retirement Program (VRP) earlier in May 2026, for employees above level 70. If you weren't an executive manager, this represented the bulk of MS's experienced devs and program managers.

The VRP was the "brain drain", the VEO will be the "muscle loss" of the rank and file employees.

but.. microsoft are pouring billions more into AI and data centres galore
so does that mean Windows 12 will face delays or will Windows 12 be fully AI with no get out of jail card
and untouched by human hands. Micro- is going to be the operative word with no -soft landings.

i have read that will most likely affect about 60,000+ employees worldwide.
best of luck Steve ..

1) They don’t just start over and write brand new code for each version of an OS.
2) Always baffles me when people assume the LLM spits out code and it just goes into the repository without review and without tests.

Level 70! How many levels do they have? Expect another decline in software QA.
Level 70 is middle management and senior contributors. The folks with the larger salaries because they've been with MS for over a decade, or two decades. That's why level 70 is a Voluntary Retirement plan.

Below that you have individual contributors working their way up, but still kinda expensive compared to new hires from schools.

The irony is for the past decade, the big tech giants (MS, Google, Amazon, Meta) were locked in a giant arms race over hiring the best top percentage of university talent as soon as students graduated. Tech was hoarding talent because they feared if they didn't hire someone smart, their competitors would and you would fall behind.

Now AI has turned that upside down. Every CEO is betting AI is the future, and now believes they've got too many expensive employees and AI makes them redundant. Which is why all the major tech companies are laying off tens of thousands of workers before AI is ready to replace them. The CEO's are gambling their company is better positioned to survive the shock than their competitors. Time will tell.

What I've observed from some MS-owned GitHub projects, the bots come by to nag the humans by constantly making notes and reminders. But the process is deadlocked until a live human approves the action item.

Now if you keep wiping out the humans (or the senior-level humans), then your bots are sitting around nagging and not understanding there's nobody to acknowledge them. So there's a natural temptation for an impatient manager to remove the last humans from the loop.

My company has done a few rounds of these "voluntary" programs. Generally speaking, when the program is announced, those who raise their hands and volunteer get a better offer for leaving. More severance pay, longer amounts of insurance, programs to help assist you in finding other employment, and usually an opportunity to return to that employer at a later time if the market changes or improves. My company never stated how many people they wanted to take the program, so we never knew if it was 20 people, 200 people, or 2,000 people. In the event that we didn't get enough volunteers, we were told there would either be more rounds or potential layoffs where you don't get all of the previously mentioned benefits, or lower amounts of everything.

It certainly makes for a stressfull working environment. And typically you have a very short window in which you have to make a decision and move forward with it.

Well, I, for one, will be voting with my wallet and stopping all payments to big tech. I am moving to FOSS and Linux, and IPTV for television, etc. I am also going to be moving from my current IP, to Xplore a smaller canadian fibe provider. They need the support much more than the big three.

Thinking about getting an eGpu for this system to take on the road with us.
What I've observed from some MS-owned GitHub projects
Which is totally unrelated to what goes on in a developer’s working copy.

What I'm seeing is projects that used to get a human to quickly acknowledge those bot events, and now lagging behind and nobody's working on them. Which is probably a sign that the behind-the-scene humans have been reduced in number.

This has happened to me twice with completely different companies in the last 8 years (not with MS). Volunteers were asked for and both times I shoved my hand up. I did very well financially out of it both times 👍

Could be, but it could also be fatigue. I know I have shut off the issues section of public repos at times, or permanently, not because of AI but humans posting too many stupid things.
