Solved Microsoft-Windows-SoftwareRestrictionPolicies

Recently, I installed the Windows Microsft Store app. The app was installed successfully; however when I tried to start it up, I got a message telling me that the app was blocked by the administrator. I'm the only administrator on the system which is on a Lan (no domain involved, as far as I know). I checked the event log and found that "
Access to C:\WINDOWS\system32\backgroundTaskHost.exe has been restricted by your Administrator by location with policy rule {435f3268-374a-4e31-8a9f-6fea77ea83ac} placed on path C:\Program Files\WindowsApps\Microsoft.WindowsStore*". After further investigation, I found the GUID for the policy rule in the HKLM registry at " Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Safer\CodeIdentifiers\0\Paths\{435f3268-374a-4e31-8a9f-6fea77ea83ac}" with the field saferflags set to 0. BTW, I am running Windows 11 Pro. So, now I'm wondering who or what set this rule entry. I am inclined to execute the following commands:
reg delete "HKLM\Software\Microsoft\Policies" /f reg delete "HKLM\Software\Microsoft\Windows\CurrentVersion\Policies" /f in order to clear this up. However, I would like to know how this SRPRULE came into being. Any help would be appreciated. Oh, I am attaching a file with event log data.

Welcome to the forum. Your statement confuses me. The MS Store app is part of the OS and was installed with Windows so I do not understand why you had to install anything. You already had it. Did you uninstall it prior. If so, why?
Per Microsoft "If you uninstalled Microsoft Store by any means and want to reinstall it, the only Microsoft-supported method is to reset or reinstall the operating system. It will reinstall Microsoft Store."

I did totally uninstall Microsoft Store because for some inexplicable reason, I began getting "This app has been blocked by your system administrator" message. I would get this message for calc, scan, and other Store apps, including the Store app. After checking a number of blogs with so-called ideas on how to fix this problem and spending many hours learning how the Windows policies stuff works, I decided that a re-install was the only way to go - much to the BS one gets from Microsoft. As I stated, the Microsoft Store app was successfully installed (I wanted to only install the Store app at this time), however I don't understand what or who created the restriction to disallow any apps located in "C:\Program Files\WindowsApps" to run. I believe that removing the path GUID {435f3268-374a-4e31-8a9f-6fea77ea83ac} under the Paths key from "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Safer\CodeIdentifiers\0\Paths\{435f3268-374a-4e31-8a9f-6fea77ea83ac}" will do the trick.

I deleted all keys under the Safer key and now I can execute the Store apps. It appears that in non-domain environments, SRP components are stored under the Safer key.

Hmmm.. that is Windows .. anyway I gave up trying to understand the weirdness that appear from Redmond. Good on you tho' for finding a solution.
