Most of my 5 win11 PC PRO are running win11 PRO retail, are all these retail licenses still transferable?

I have no win 10 PC's anymore running.

All are digitally activated at MS.

one is a 10 pro OEM to 11 PRO upgrade.

Three have been through several OS upgrades from 7 ultimate to 10 pro to 11pro
the 5th is a laptop that dual boots 10 pro OEM and 11 pro retail, I think but we never boot 10 on there as it is horribly slow SATA spinner drive.

Have you read the License Agreement, found in right-click of the Start button and System. Some hardware changes do require Activating and acquires a Digital License. I've not had a problem in using a Win7 Product Key to upgrade to Win10 then using a Pro key to change from Home but that was on computers that don't meet Win11 System Requirements.

Berton, it says this about transfers.
I also read of people who have problems doing this.

4. Transfer. The provisions of this section do not apply if you acquired the software in Germany or in any of the countries listed on this site Additional Terms for Microsoft Windows, in which case any transfer of the software to a third party, and the right to use it, must comply with applicable law.
a. Software preinstalled on device. If you acquired the software preinstalled on a device (and also if you upgraded from software preinstalled on a device), you may transfer the license to use the software directly to another user, only with the licensed device. The transfer must include the software and, if provided with the device, an authentic Windows label including the product key. Before any permitted transfer, the other party must agree that this agreement applies to the transfer and use of the software.
b. Stand-alone software. If you acquired the software as stand-alone software (and also if you upgraded from software you acquired as stand-alone software), you may transfer the software to another device that belongs to you. You may also transfer the software to a device owned by someone else if (i) you are the first licensed user of the software and (ii) the new user agrees to the terms of this agreement. You may use the backup copy we allow you to make or the media that the software came on to transfer the software. Every time you transfer the software to a new device, you must remove the software from the prior device. You may not transfer the software to share licenses between devices.

OEM licenses of any sort will not transfer to another machine.

Three have been through several OS upgrades from 7 ultimate to 10 pro to 11pro Even if the machines started out using a Windows 7 ultimate retail license, Windows 11 would not activate on another machine using that license. MS has stopped activating windows 10 or 11 using a windows 7 or 8 license.

Microsoft is not longer making much of a distinction between retail and OEM any longer. Check it out. For Windows 10 or 11 Pro, you can change the license by simply changing the product key. Changing the product key to NF6HC-QH89W-F8WYV-WWXV4-WFG6P and you get OEM. Change the product key to VK7JG-NPHTM-C97JM-9MPGT-3V66T and you get Retail. It does not matter what the source of the original license was.

You can do the same thing with Windows 10 or 11 Home. 37GNV-YCQVD-38XP9-T848R-FC2HD gets you OEM. YTMG3-N6DKC-DKB77-7M9GH-8HVX7 gets you Retail.

But the question asked related to transferring licenses to other unlicensed machines with entirely different hardware configurations with expectations that those machine will be activated. There's another similar active thread about this very thing that I just answered. I say one's expectation should be very low that entirely different hardware will automatically activate. I came to that conclusion from what I've seen in threads here and several personal experiences with MS activation. If you know a secret to making it happen, please share.

Why bother about asking at all ... just try it ! If it works, it works. Done.

Just like multiple other similar forums, you'll get all sorts of responses - Microsoft says you can/can't/might/might not/etc/etc, Mine worked, Mine wouldn't work, I know someone who knows someone who knows someone and they said ....

It won't automatically activate. You have to copy the digital license to the new hardware using the activation troubleshooter and devices linked to a Microsoft account. Switching an OEM license to retail using the generic retail product key makes that possible.
