The number of lines to scroll at a time by my mouse is set to 20. I want to change it to 3 lines at a time. so I set it to 3 in Settings and again in Additional mouse settings. This does not work. I change the registry setting WheelScrollLines to 3 and reboot. This doesn't work either. The registry setting remains at 3 but Settings is back to 20. What am I doing wrong?

Thanks for the link, but none of it worked. I've since discovered a slightly weird thing. Immediately after changing the number of lines in Settings to 3, it works: I can scroll my browser by 3 lines at a time. But when I navigate away and come back to Chrome, it's back to 20 lines again ...

You didn't mention that it was happening in Chrome in your first post. Is that the only application/program that has the problem?

What mouse??? Also, does Mouse Properties not work under Control Panel. No reason to registry edit.

I've done this. It just reverts to 20 lines. That's why I did the registry edit

Have you tried deleting the mouse drivers and rebooting to install new ones?
