Many computer hardware repair shops offer free basic diagnostics to identify the problem before charging for any work.

If you're not a hardware person, that might be your best next step...

See post #111 where I made same suggestion. A simple Linux Live drive would confirm that it isn't a Windows issue and I'm pretty sure it isn't. OP could just power off while in Linux and see if PC shuts down. It probably won't. Also suggested checking onboard pin outs to PSW. This is looking more and more like a hardware issue. I wouldn't be RMA'ing the board just yet but I'd definitely be having a closer look at that PSU and how it is switched to the case.

Time to pull it all apart and set it up outside the case on the table bare bones.
Assemble just the needed parts to boot up the system and see if the problem persists.

Check the case for motherboard standoffs that are not where they should be, or bad wiring.

Yeah, as a PC builder a tear down would likely be in order but we don't know if the OP is a PC builder. If it were me I'd have the thing on a test bench already. I still have a nasty feeling it's the PSU.

If you read my posts, you will see I have never thought the O.P. was a Windows issue because I noted he stated he cannot shut down PC in BIOS. Personally, I think it is a PSU problem, but we wont know short of the O.P. taking his PC to the repairers.

The Power Plan corruption issue developed as a sub-question for the O.P. If you read the O.P. post I am responding to, you will see the O.P. stated he wanted the Power Plan issue sorted, regardless of his other Windows issues. There are two distinct questions being raised here, rolled into the same Forum thread.

You are just posting information already given.

I also posted how to restore the names of the power plans as those were missing.

I think he damaged his board but first do a PSU test to see if it turns off and on.

Disconnect the PSU from the board to test.

Do not know what/where he dropped a screw on the board and if it was still plugged in when it was dropped.

Based on the fact that the X16 slot is only running at X8 and this board has no lane sharing.
Even with another GPU same thing X8.

Things that may cause that are:

Some CPU pins not making contact with the CPU - if bent you can carefully place them back into position.
Pins in X16 slot damaged/bent but that is very very rare
Traces on the back side of the board going to the X16 slot were damaged by the standoffs during install.
