My store data being synced to a new local user account on fresh install


Don't mind admitting, I'm stumped. It looks like you did everything right. I found the following article from MS. I wonder if this has something to do with your dilemma. Take a look at the last item.
How to stop backing up your settings and remove them from the cloud, turn off Windows backup settings on all the devices connected to your Microsoft account. After this is done, you'll need to remove these settings from your account.

My concern here is that other data could be getting synced to my computer which could cause the problems I'm currently experiencing.

For example, I have been getting the following events in event viewer for months now. I tried multiple motherboards, GPUs, CPUs, RAM, hard drives, cases, everything really, and no matte what I still get these events as well as issues with a game stuttering and some DNS problems. Now, when I was swapping hardware, I had been signed into my Microsoft which means a lot of my data was being synced automatically. But now I'm reinstalling windows without using any Microsoft account and I'm still getting these events immediately when I boot into Windows post-install. From what I've read about these events, many of them are caused by account/permission-based problems which is why I'm concerned that a corruption could be syncing to my computer.

Ok some clarification, during the installation, it was asking me to enter a passcode, not a pincode.
Something weird going on here - at what point did it ask for a "passcode??" ?

As @glasskuter asked, are you using a completely wiped, absolutely blank drive for the target installation. If in any doubt, it might even be worthwhile buying a small size cheap blank SSD to test a new installation on.

EDIT : Have you (or anyone else) used Bitlocker on this device ? Or any other device protection, for that matter ?

1) I am using an NVMe that I am formatting in the Windows installer. Additionally I have tried "cleaning" the drive in command prompt by pressing shift+f10 in the installer, which from what I was told, has the same effect as formatting.
2) In the Windows Installer, after I use the "test@test.com" trick to force a local user, it asks me to name the account and to set a password. I just checked and the exact wording is password as opposed to pin code or passcode. That's my error.
3) I have never used Bitlocker or any other encryption, if that answers your question.
4) Only other thing I'll add is that during the install, my pc will restart and sometimes I have to start over the section where you enter your region and keyboard layout. Additonally, one time I pressed shift+f10 to open command prompt and I could actually see the default Windows desktop behind the installer. Like I could see the wallpaper, the taskbar, and desktop icons. That's probably just a bug but I'd figure I'd add that.

I just followed your link and cleared my stored settings. It specifically says:

"You can store some of your Windows device settings in the cloud so they can be applied to all devices.
-Known Wifi networks
-Language preferences
-App lists"

Then after I choose to clear them it says:

"Your personal settings might not be deleted from the cloud immediately; Some info might remain on Microsoft's servers until the next scheduled clean-up process"

And I just did another reinstall and the apps still show up in the store so I cant say yet if clearing the list fixed it yet.

Regarding your events, many can be safely ignored. For example Event 10016 -can be ignored. It is by design.
Event 15-can be ignored. In fact, I would not be concerned with any marked warning in event viewer unless I was having a specific problem.

Repeated events marked error would be of more concern to me. Any computer has transient errors logged in event viewer. It is normal. When errors are repeated on a regular basis, it takes a lot of time and digging to get to the bottom of them. The first place to start is to make sure you have the most current bios for your system. Updating your bios can solve a lot of problems. Then it's a lot of web searching and reading about the particular error you keep getting..

Example- Event 134 is a dns resolution error when your computer attempts to synchronize the time. I believe you will find that you receive these error at boot and when the computer wakes from sleep. There are many people reporting that error and not a lot of solutions. I did find this. EventTracker KB --Event Id: 134 Source: Microsoft-Windows-Time-Service

Also, you are not alone in that SFC finds the bthmodem.sys to be corrupt. I would go to device manager, expand Bluetooth, note the specs of your bluetooth. For example, mine is Intel Wireless Bluetooth. I went to Intel and downloaded their Driver and Support Assist tool. I use this tool to keep all my Intel drivers up to date.
Depending on the brand of your bluetooth, you would need to go to manufacturerr site to get the latest drivers. You can also get drivers from the manufacturer of your computer. However, they are not always the very latest ones as their sites are sometimes slow in listing newer drivers. My preference is to let Intel keep me updated.

It sounds like a mystery - but the restarting a lot sounds like trouble installing.

All I could suggest is to start again. Redownload Windows iso on a different computer. Format the usb stick and reburn Windows to the Usb stick.

Before using the usb stick, maybe use something like Parted Magic to clean/format the drive. Then reinstall Windows from usb again. Having said all that I have not clean installed Windows 11 for a while and it's not quite the same as clean installing Windows 10. Wondering if it's something at the stage where you do the stuff to avoid signing in with a Microsoft account.

Some apps will always install automatically - as part of a Windows install. If you're not signed into a microsoft account then the store shouldn't know any of your previously installed apps. Unless - somehow - it signs you into your microsoft account when you open the Windows store - ie something it asks for at that stage.
