National Public Data breach: What you need to know



 Microsoft Support:

In early 2024, National Public Data, an online background check and fraud prevention service, experienced a significant data breach. Over 2.7 billion records with highly sensitive personal data of nearly 170 million people were exposed.

This article provides detailed information about the breach, the data exposed, and recommended actions to help you stay safe.

Breach Details​

According to National Public Data, a malicious actor gained access to their systems in December 2023 and leaked sensitive data onto the dark web from April 2024 to the summer of 2024. This data contained the following details:
  • Full names
  • Social Security Numbers
  • Mailing addresses
  • Email addresses
  • Phone numbers

Risks of the exposed data​

The compromised data in this breach can be exploited for different cybercrimes and fraudulent actions. The following list shows possible risks associated with each category of exposed information:
  • Full Names: Misuse of your identity for fraudulent activities, such as opening new accounts or making unauthorized purchases.
  • Social Security Numbers: High risk of identity theft, which can lead to fraudulently opened credit accounts, loans, and other financial activities. It's important to monitor your credit reports. You might want to consider placing a fraud alert or credit freeze on your social security number.
  • Addresses: Access to your physical address increases the risk of identity theft and physical threats. These threats can include fraudulent change-of-address requests and potential home burglaries.
  • Phone Numbers: There is a high likelihood of increased phishing attacks through text messages and phone calls, potentially resulting in unauthorized access to personal and financial information. This also increases the risk of unsolicited (spam) calls.
  • Email addresses: Increased risk of targeted phishing, account takeovers, unauthorized access, and a higher chance of spam emails.

Recommended Actions​

Based on the type of information exposed, consumers should consider the following steps to reduce risks. Unless you know exactly what was exposed, you should assume all of the personal data types listed were exposed. As such, we recommend taking the following actions:

Microsoft Defender for Individuals identity theft monitoring​

Microsoft Defender is part of the Microsoft 365 personal or family subscriptions and includes identity theft monitoring. If you’ve enabled identity theft monitoring, you’ll automatically receive an email or push notification if your data is found in the NPD breach or future breaches.

If you’ve enabled identity theft monitoring, you’ll also have access to the following features to help reduce the impact from this breach:
  • Credit monitoring: Microsoft Defender includes credit monitoring, which actively tracks your credit file for any new events (like new accounts, inquiries, or negative items) that may harm your credit and reputation. It helps safeguard your identity and finances by promptly notifying you of such occurrences, allowing you to take action right away to help prevent identity theft and fraud.
  • Expert recommendations: Microsoft Defender provides a list of recommended actions to take based on the data found in the breach. These actions help you protect yourself from malicious actors.
  • Restoration support: Microsoft Defender subscribers have access to a team of restoration experts who can help answer questions and provide guidance on how to protect your identity and help restore identity theft.
  • Insurance: Microsoft Defender subscribers are covered by identity theft insurance1 that covers both the costs associated with identity restoration (up to $1M USD), as well as financial damages incurred because of identity theft (up to $100k USD).

These data breaches that involve things like Social Security numbers show a failing in the way Govts setup their systems. It was the same in Australia. The fact that they cannot apply a modified number, is a poor system.

You would basically have to keep one eye open for the rest of your life due to a breach like this.

We had something similar, and the advice was the same: Use a “credit bureau” That’s fine, but a decent one asks you to pay, the Govt or entity involed did not offer to help with that.
Their failing, your expense.

Data was invented to get hacked!!!

Don't get paranoid, don't store passwords etc online, if you use any sort of online banking service check regularly and check credit reports and credit card statements regularly. I use a minipc (not connected to the Internet) to generate passwords for me -- then I copy those on to a USB device and on another computer when I sign in to the bank etc I simply copy the password from the USB to the application.

Seems reasonably safe -- but there's no 100% safe way of using the Internet -- just don't get paranoid and don't make yourself "A person of Interest" to law/order agencies, security services, and of course scamsters and other miserable miscreants belonging to that sub human species.

@antspants - As someone picked pocket my wallet on April 3, 2000 and my social security card was inside. All I got was basically a new social security card with the same number but no identity theft had ever occurred as of this date which is almost some 24.5 years later.

I think a pick pocket 24 years ago and having your data sold on the dark web in 2024 is a little different’t, either way, it’s inconvenient. Nasty business all around.

I have a very old Social Security Card that I got while in High School back in 1964. Right on it it states,, "Not to be used for Identification " ?? But later cards do not have that. Now Bill Gates wants a Chip implanted in everyone. Never going to happen to me. SS numbers should never have been used for ID Period!

Payout is from $50-$75. The rub is, that if there are many more folks to make payments to what I will get will be reduced. Of course the lawyers get their 1/3 or more right off the top.

Btw.. Has anyone ever had a big problem because some of their data got into the wrong hands? I never have. Just wondering.

Be careful of these big Tort cases (in plain English and outside the USA and UK I think they are referred to as Class action suits or similar).

Usually the only big winners are the Lawyers themselves and a few of the rather dubious "Ham 'n Egger" types so aptly described in the law novels - particulary in "The Lincoln Lawyer" written by Michael Connelly - where those "Ambulance chasing types" can often be seen hanging around various courtrooms in L.A etc.

Btw.. Has anyone ever had a big problem because some of their data got into the wrong hands?
I have had two credit cards and my bank card compromised. Luckily I was able to easily take care of it. I now have the identity theft protection plan from Discover Card and all of my credit cards are setup so I receive an email and text if any transaction are $50.00 or more. A couple of weeks ago I got a letter from Discover warning me my S.S number is on the dark web. They advised me to file a fraud alert which I did right away.

@Almighty1 That Stinks, early this year. SSA told us to cut up our cards that I got in the 1960's - Now (since I'm over 70+) they issued this new one.
That was actually 6.4 years ago, April 2018 to be exact where Medicare no longer uses the SSN for the claim number with a letter after it. My current 96 year old mom was sent those and it was also used by the Medicare Advantage companies since 2019 as well as they no longer took SSN's. My late dad's SSN is from the 1933 or 1934 right after the Social Security Act went into force.

OK but your wallet was pick pocketed 24 years ago, that was about when the first dark space was created, Freenet. It was setup to swap files.
Silk road which was created for the purpose of trading in weapons, illegal goods and stolen identities, wasn’t created until 2011. So I don’t understand your how stuff came about to be held for 10 years then uploaded by chance to the dark web.

Be careful of these big Tort cases (in plain English and outside the USA and UK I think they are referred to as Class action suits or similar).

When Yahoo had a data breach of only all their 200 million users (how embarassing), as part of the Class Action Lawsuit, the only amount I was entitled to was $200.
When Apple got sued for putting planned obscelence in their older iphones by slowing them down and making the battery run out quicker, to encourage people to buy the newer model (or latest generation), the Class Action Lawsuit in the UK only entitled me to £30. With an official genuine Apple iPhone charger adapter at £30 and the cable at £20, that's less than the amount of an entire charger. I bet the Americans got more money.

Who alerted you to this?
I have credit monitoring and some of them came from data breaches obviously since the password in question wasn't used until after 2019. So from LifeLock and others that monitors stuff on the web as well.

LifeLock in my case which is free because of some data breach. My homeowners insurance also includes credit monitoring so I have Experian formerly known as TRW that also does the monitoring.
