Sometimes, in other words, not easily reproducible, a program will refuse to run when I click on its icon. Notably this is classic Outlook, Office 365, but I have had this problem with other programs. Other times, Outlook prompts me for my ISP's password, which is stored in Outlook's config file (I think). A reboot usually solves these problems. In some cases I have had to power down my system. I had these problems when I was still running Windows 10, and I was hoping that the upgrade to Windows 11 would eliminate these problems, but that's not the case.
My install is 26100,5074, and was an in-place upgrade from Win 10 2H22.
