Here's a "Legacy" XP system running as a VM which can still run Outlook express, has a much better theme (Black Royal Luna) and can still access modern shared drives of several TB in size.

While W10 and W11 have hugely improved security etc I think the main GUI designs have gone hugely backwards !!!! Win XP was built on W2003 Server which IMO was the "High point" of Windows. The OS seems to be descending into mediocre obscurity with too much emphasis on stuff people don't really care about.
I still have to laugh at the Win 8 fiasco ---- when Win 8 was "Back to the future" -- at least Ms are avoiding that sort of nonsense.

They DO seem to have got their cloud servers OK, Azure etc and the current Windows server. At consumer level they are failing IMO.
