I'm in Perth, Australia and my Samsung Galaxy A16 has this AppCloud installed with no obvious way to remove it.

It doesn't have any permissions (I disabled all permissions for almost everything when I got the phone a few months ago) and now I've forced stopped and disabled it.

The next thing to do is wait and see how long it stays disabled for. I will check regularly, especially if I turn the phone off and on again. I usually turn it off when I go to bed at night.

I also don't have the phone connected to mobile data unless I need to (it's a habit I got into when using prepaid phones to stop your credit being 'chewed up' by being online all the time) so that may slow down things like AppCloud a bit at least.

Edit: I've turned the phone off and on again and AppCloud still shows as disabled (assuming it really is, of course) but I'll keep checking from time to time.
