So - no solution to this.
I've been on with Microsoft support and remote access. They tried all the things I'd already tried, plus using cmd a few times. At first he thought it was remnants of the 2021 licence somewhere, but that wasn't there. It got uninstalled and reinstalled a few times, AV turned off, 64 bit installed instead of 32 bit. Still no result. Told it was a unique situation. I said it seems quite common online. Escalated to a higher level where they said it needs all registry entries for 2021 removing. At that point remote access was going to install revo - but I already have that installed. Although I haven't tried uninstalling with revo yet, I'm aware from the other thread that that doesn't work either.
What I wanted to know was whether it was something on the computer, or the microsoft account installing both licences. He said it wasn't the licence end, and it wasn't possible to remove Office 2021 from my downloads.
So the upshot is, a clean install would fix it. As I don't want to do a clean install right now, and Office 2021 is still supported until October 2026, I've cancelled Office 2024 and had a refund.
I've changed the title of this thread, because the Microsoft 365 thing was irrelevant - seems to be just what Office is called now. The issue is Office 2024 reverts to Office 2021.
I suspect it's something to do with have Office 2021 Professional pro plus installed perhaps.
