As you could upgrade directly from Windows 10 or 11 21H2 to 23H2 using the ISO, likewise you will be able to upgrade directly from Windows 10 or earlier Windows 11 version to 25H2 using the ISO. Unlike the 25H2 Enablement Package which will take a few seconds, this will be a full upgrade. Imagine those still running Windows 11 21H2 having to upgrade to 22H2, then to 23H2, to 24H2 and finally to 25H2? I would rather do a clean installation. Thankfully you CAN upgrade directly from Windows 10 or old Windows 11 versions to 25H2 using the ISO, provided of course your CPU supports SSE4.2. Since the OP is Windows 11 compliant. he can upgrade to any version including 25H2.

You may well be correct and I may be dead wrong. I should have said it's advisable to upgrade from 23h2 to 24h2 and then get to 25h2 through Windows update. I was going by Brink's article here Get ready for Windows 11 version 25H2

"Moving from earlier versions to Windows 11, version 25H2​

Since versions earlier than Windows 11, version 24H2 do not share the same servicing branch as Windows, version 25H2, the simple update via an eKB isn't possible. The normal feature update process is the best option. Use Windows Update or Windows Autopatch.

For Windows 10 devices or for new Windows 11 devices that you're deploying, first upgrade them to Windows 11, version 24H2 to make the transition to version 25H2 as simple and quick as possible when it's available."

Yes, if you already run Windows 11 24H2 there will be a 25H2 Enablement Package that will switch version in a few seconds without checking compatibility since 24H2 and 25H2 share many system files with the 25H2 features disabled. For anyone running Windows 10 64-bit or an older version of 11 to upgrade to 25H2 he can download the ISO and run Setup. No need to do any intermediate upgrade. For the OP that runs Windows 7 64-bit, the upgrade path is from 7 to 10 and then to 11 24H2 or 25H2 using the respective ISOs. Since Windows 7 64-bit probably runs at Legacy BIOS mode, he will have to bypass compatibility check to upgrade. This is to avoid a clean installation. Otherwise he would have to take a backup of his data, wipe the disk (all partitions, so Setup can automatically convert to GPT) and do a clean installation of Windows 11 24H2 or 25H2. In my computer with a lot of applications to reinstall, a clean installation would mean a lot of effort and too much precious time, so I would rather do the two upgrades, from 7 to 10 and from 10 to 11 to avoid reinstalling everything.
