weird that your privacy settings don't remove it. check this (i know its for the share button, not copilot, but maybe the copilot will be in the general vicinity)

or... you could use REVO to completely remove copilot, if you haven't already. see if that works

I use Edison Mail instead of either Outlook. Works flawlessly for me and its not a microsoft program.

I have Outlook Classic run at startup in the tray and always use Outlook Today. I've been using Outlook Today for decades. It's a shame they've never included newer Outlook Today styles over the years. I've been using Summer forever.
