I do not use Outlook or live at all so I'm not familiar with it. My wife has lost access to the tool bar. That's what I call it but I think MS has other terms. She has no access to that tollbar and no way to send a mail. This is probably a simple fix but I'm lost! Here is a pix of an account that I created just to try and figure this out. I hope it helps you all to lead me in the right direction. Here's the pix. Thank you any and all help.
Click the Ribbon Display Options icon (usually a small arrow pointing down, located in the top-right corner of the Outlook window).
Choose from the following options:
Show Tabs and Commands: Displays all tabs and commands on the ribbon.
Show Tabs: Only shows the tabs, with commands hidden until you click on a tab.
Auto-Hide Ribbon: Hides the ribbon and displays only the tabs, which can be shown by moving the mouse to the top of the window.
2. Collapse/Expand the Ribbon:
Collapse: Double-click any of the ribbon tabs, or press CTRL+F1.
Expand: Double-click any of the ribbon tabs again, or press CTRL+F1 again.
3. Simplified Ribbon (New Outlook):
If you are using the new Outlook, you may see a "Simplified Ribbon" which is different from the classic ribbon.
To switch to the classic ribbon, click the downward caret next to the "Simplified Ribbon" and choose "Classic Ribbon".
You can also customize the Simplified Ribbon by clicking the three dots (ellipsis) and then choosing "Customize the Ribbon".
4. Quick Access Toolbar:
You can also hide or show the Quick Access Toolbar by right-clicking in the ribbon and selecting "Show Quick Access Toolbar" or "Hide Quick Access Toolbar".

I don't use Outlook new Lance but I do not think you see the "Send" until you create new email.
MS calls that bar the ribbon. If it's anything like my Outlook 2021, at the far right on the bar there is a little "down arrow" which gives you some options. Mine lets me choose "classic ribbon" or "simplified ribbon".
You can find other options in 3 places- Click "view" on toolbar, click the gear icon in upper right corner OR the 3 dots at end of toolbar.
You just have to poke around to see what each one does.
