Not sure why you expected "faster boot". Additional memory will not increase up your boot speed.I expected faster boot and performance, but, if anything, the PC seems to be slower than before. Did I srcew it up?
As for performance... Extra memory will increase performance in situations when combined working set of all active processes exceeds the size of installed RAM. In other words, if you previously encountered heavy swapping activity, the extra memory might eliminate that issue (assuming you added enough).
The OS itself is not strained much by 16GB of RAM, so you should not expect any increase in performance from the bare OS itself. The only situation when you should expect better performance is when you run applications that large active memory footprint.
P.S. Your swap file parameters have very little effect on performance.
