  1. When I boot my computer it asks for password, nothing comes up when any password is installed, after the 3rd try I get a logo that contains System Disable 2c96fc790a57e27 , then under Service Tag 6q4vw1

Is this a Windows Password to logon to the computer?
Or is it a Bios Password that will ask you for a password before it will load Windows lock screen.

you used to be able to bypass/generate them and/or purchase one generated for a specific model/service tag but those days are long since gone

If this is indeed what it is, IMO you will have to contact the OEM. I stay away from using bios passwords myself, just not worth the gamble, so have not ever had to deal with it.

What is the Make and Model # of your computer?
The OP's specs just say 'PC/Desktop'. Desktops often have a password reset jumper on the motherboard. Consult the manual to find out if this is the case here, and how to reset it. Laptops generally don't have a reset jumper these days.

Its Dell Laptop with bios password. Use this service to recover password. I personally used it few times and it woks.

Since this is a used computer, the best and safest thing to do is either reset or clean install Windows 10 so you can set it up fresh.

Since this is a used computer, the best and safest thing to do is either reset or clean install Windows 10 so you can set it up fresh.
This is bios password problem. Not windows password. So he cant even go to boot menu or boot from install media.

  1. When I boot my computer it asks for password, nothing comes up when any password is installed, after the 3rd try I get a logo that contains System Disable 2c96fc790a57e27 , then under Service Tag 6q4vw1
Your service tag seems to be missing one digit or letter. Are you sure that service tag is 6q4vw1? Could be 6q4vvv1 which is Dell OptiPlex 790 Desktop PC. If thats the case then CLR CMOS JUMPER or removing bios battery should do the trick. just make sure that power cord is disconnected, and pres power button when you remove thw battery. Check service tag again and post here.
