Okay. Got it.

If I can return the second expansion card, I'd like to replace it with the Graugear PCI bracket. I know the speed will be reduced to 10 Gbps, but that's okay. What do you think about doing that?

That 100W PD does. You can't use it for power for say a HDD enclosure, but it'll charge a phone.

I don't believe I have ever seen a 4-lane, 4-physical profile slot on any motherboard. I believe it is probably the pci-e standards and expectations and the economics. Making and storing 4 and 8 physical slots means you have more different types of inventory to manufacture and manage which could cost more than more plastic needed in a 16 physical slot. Also motherboard designs would need to vary - more added costs. tldr; I think it is just maximizing the bottom line.

I think it will only charge one device. The product description says "Only the USB-C PD-IN supports charging, the USB-C data ports do not support charging." So, it will charge a laptop or a phone, but not both at the same time. I need something that charges more than one device.

Yeah it only does PD one device at a time, and 4 data ports at the same time.

They do make USB-A to USB-C cables that can charge a device.
You can use one of these cables on each of any open USB-A ports, to charge things.

A quick online search didn't find much in the line of powered hubs with multiple PD ports.

Docking stations might have them, but they have more features and higher prices than a hub.
