PCIe Controller gives error 45 on device manager

Hello, I've been digging around a solution for this issue I'm having and hope I can get some help or at least thoughts on it.

When I first start the laptop for that day (cold boot), my "Intel PCIe Controller x16 -1901" and "NVIDIA RTX 2060" does not initialize. On device manager I need to show hidden devices to see them giving error code 45 that the devices are not plugged in. This sometimes repairs itself upon a simple restart or sometimes it needs 4-5 restarts or I need to go into bios, change nothing but save config then it works again.

I've tried;
Clean installation on Win11
Update and downgrade BIOS
Change NVIDIA BIOS
Used OEM drivers for PCIe Controller and whatever I could find
I've done a general check on the motherboard and couldnt find issues.
I've noticed even though PCIe Controller starts to work some other stuff are not working (Dont know if they are relevant but uploaded the image anyways)

What is your system? Intel or AMD? I would use a utility such as Aida64 or Speccy to see exactly what is the chipset (such as AMD 450) and download the respective chipset drivers directly from manufacturer. Install it and it should repair the rest devices that depend on the motherboard components.

Thank you for taking your time to answer, It's Intel. I've done various fresh installs with different drivers and yes some of them (dont know which since its hard to replicate the issue) worked better than OEMs drivers it still did it occasionally.
For example;
With OEM driver it does it every first boot of the day
With 3rd party driver updater software (did this to try) it does once in 2-3 days
With one driver which im trying to find it did it every other week.
Another thing that I've noticed currently on device manager the page refreshes itself as if something is being plugged in and out but there is no sound about it

Device Manager refreshing means it updates some existing driver. Hopefully Windows Update doesn't try to mess with your working drivers.

I think it did even though updates were off. I've noticed now my laptop is running on higher Package TDP and is about 15 degrees hotter on idle after all that refreshing

These events was caused by underclocking the CPU to a point it crashed. I underclock couple of minutes after logging in which I dont see Nvidia and PCIe to begin with. I have manually disabled these drivers which I do when I'm not using them. This issue only presents itself when the computer did not run for lets say 5+ hours and its like throwing a dice. It sometimes does and sometimes doesnt. I'll check for a week but I can say that I had this for a while now there are no crashes it just looks like I dont even have a dGPU and PCIe at all and the computer is just running with Intel UHD graphics alone

If I am not mistaken this hardware IDs belong to a good old Reatek RTL8168-8111 PCIe Gigabit Ethernet adapter the same as mine. Go at www.realtek.com and find the download form PCIe NIC (Ethernet, LAN) devices and choose the Gigabit models. Last time I checked there where two drivers, on for Windows 10 based on the well known NDIS 6.2 driver type and one for Windows 11 based on NetAdapterCx driver type. I would try the one for Windows 11 first and if that doesn't work properly, uninstall it and install the Windows 10 one.

Tried Win11 version, did the same. No GPU and no PCIe after long time being off, I reset the laptop, go to bios, make no changes, "save" and exit, it comes up. Oh and I tried bios update and downgrade and it made no changes. Starting to think motherboard is dying. Will try with Win10 version and post an update.
