Personalization help involving wallpaper

I change my desktop wallpaper all the time and never have any problems until today. Now whenever I go to change the wallpaper it switches to solid color and when I switch it back to image as soon as I select an image it goes right back to solid color. The 4 or 5 recent wallpapers I can click on to set them as wallpaper but if I try to use any other wallpaper, even chosen from explorer and choosing set as desktop wallpaper it goes back to solid color. I've never had this problem before and rebooting did not fix it.

Now whenever I go to change the wallpaper it switches to solid color
You are running an Insider build, so anything is possible. But I have a machine with the same build 22598.200 of W11 Home and can change wallpaper without problems.

You could try this fix, which should work for any build of 10 or 11 when you have a problem like this.

Open Windows File Explorer
On the View Ribbon, temporarily turn o 'Hidden Items'
In the address bar paste this and hit Enter:
%appdata%\Microsoft\Windows\Themes
In the resulting folder, delete the file named TranscodedWallpaper
Restart your PC and you should be able to set a new picture as your Desktop wallpaper

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

Things to try:

1. Make sure you are fully activated-settings-system-about-Product Key & Activation-Activation State

2. For this step you have to be viewing hidden files. Go to Control Panel-File Explorer Options-View tab-Tick 'show hidden files & folders"-apply-OK

If the TranscodedWallpaper.jpg file has become corrupted, you may be unable to change the desktop background picture.
Press Windows + R key to open Run .
Paste this in run box %USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes\ and hit enter
Right-click the TranscodedWallpaper file, and then click Rename.
Change the file name to TranscodedWallpaper.old, and then click Yes

If slideshow.ini is listed, double-click this file. Slideshow.ini should open in Notepad. Select all the text in slideshow.ini if any exists, and then press Delete on the keyboard. On File menu, click SAVE.

Restart and try again.

3. Check the Remove background setting under the Ease of Access settings.
Press Windows + R key to open Run window. Type control and press Enter. Click on Ease of Access Center.
Under Explore all settings, click Make the computer easier to see. Make sure that the option to Remove background images is unchecked.
Click OK twice, and then close the Ease of Access Center window

I found TranscodedWallpaper and deleted it but the same problem remains. Also the slideshow.ini was empty. I had an old app I used to use called Wallpaper Master Pro which works fine for me so I'll just continue using that for now. I bet its the preview build I am stuck on. I exited the windows insider program and took windows update off the dev build thing but it says "queued for unenrollment" whatever that means. Is there a way to get back to the normal win11 build without reinstalling windows?

I think it means that you are waiting for the release build to catch up with or overtake your installed build. That won't happen until W11 22H2 is released, probably some time in October or November.

Is there a way to get back to the normal win11 build without reinstalling windows?
No, not from a build that is higher than the current release 22000. You have to step out of Insiders then wait for the release build to be equal to or higher than your current 22598. That will not be until 22H2 is released in the 2nd half of this year.

But as I said earlier, this is not a bug in my install of 22598 Home, so it shouldn't be for you either. MS have release the ISO for this build which, as an Insider, you can download. You could try an in-place repair upgrade.
