How do I pin an email in Outlook 365 PC version?

I think you may need to give a bit more information. Where are you trying to pin this email? Or, better yet, what exactly are you trying to accomplish by pinning the email in question?

You'd have to save it as a .msg file then drag it to the jump list...

I'm trying to pin an email to the top of a folder, e.g. Inbox
Dragging to jump list doesn't work
Searching online suggests I right click the email and select pin/unpin but the options are not in the context menu

So, using Outlook installed on your PC, you probably see something like this:

But what you're being asked to find is more like this:

That second image is form Outlook.com, the web version of Outlook. The installed program has a much different look from the web version, and different options.

If you happen to see this in the top right of your Outlook program, though, then you can try out the new version of Outlook, which has a lot of the same functionality of the web version, including the pin feature:

However, it also loses other functionality of the standard Outlook. My Office install is associated with my work account, and is additionally on the Beta channel, so you may not see it if you're on on some sort of Insiders build. The 'new' outlook actually installs in your \Users folder, so you can use both versions, even at the same time, to get new functionality and retain old too.

At least, for now it does.
