Adding an Outlook.com to MS Outlook 365 Stuck "Were Getting Things Ready"

What is the problem? Why won't it add this email address? How do I fix this? How long should I wait ?

Microsoft servers for outlook have been totally crappy for months. On and off connectivity etc etc

I managed to add the email address to my Dell XPS13 EVO in MS Outlook 365 , a Windows "Hello" prompt came up , I closed this , then a prompt for my password came up and I entered my password and it is now visible in Outlook for my laptop. but I can't add it to my desktop PC.

Just make sure that those popup prompts are not hidden behind other programme windows that are open. Check the icon(s) on the Taskbar (mouse over, no click should show multiple windows for an active program icon)
