Solved PIN vs Password

I read through a lot of posts on PIN and password, but I cannot make an sense out of them because they are directly related to a specific situation, so here is my question:

I set up a PIN and when I go to set up a password, it asks for the old password that I don't remember setting up; it always ask for the PIN on sign in.
I created a MS account and then moved to a local account.
How do I set up a password?

For an existing account that already has a password against it, it requires your old password (which you don't know) before you can change the password. The only solution is to create a new local account with administrative rights. Know you will lose all your settings.
First, COPY your personal files and PASTE them to a flash drive or external hard drive.
  1. Select Start > Settings > Accounts and then select Family & other users. (In some versions of Windows you'll see Other users.)
  2. Next to Add other user, select Add account.
  3. Select I don't have this person's sign-in information, and on the next page, select Add a user without a Microsoft account.
  4. Enter a user name, password, and password hint—or choose security questions—and then select Next.

Then change the new local user account to an administrator account
Select Start > Settings > Accounts .
  1. Under Family & other users, select the account owner name (you should see "Local account" below the name), then select Change account type.

    Under Account type, select Administrator, and then select OK.

  2. Sign out of your old account and sign into the new account.
3. COPY and PASTE the files you saved from the external media into your new account.

4. Once everything is correct in new account, delete the old account.
