Pinned apps - managing the context menu

I'm the network administrator at a large school, and we're nearly ready to deploy Win11 to student machines. The only concern I have is that I can't turn off the right click menu on pinned apps on the start menu - particularly the "open file location" option. I'm sure it's a registry tweak somewhere, but I can't see where - anyone have any idea?

I already have that policy enabled, and it does disable the context menu in the All Apps section, but users can still right click on pinned apps:

Odd. Option 1 should disable the context menu for the pinned items as well.

I've moved the GPO that applies the context menu settings to the top of the list, in case something else is over writing it - I'll test and report back

Nope, I still get the right click menu for pinned apps. I've run a Group Policy results report, and everything that should be applying is.

Normally, nothing else is required to disable, only to enable again. As a test, are you able to restart the explorer process or computer to see if it may enforce it then?

My system is on build 25179, but should work on all.

I'm on build 22000.795. I've just put my test machine and user in their own OU, no inheritance, and only applied the GPO to set the Start Menu features. If I go to "All Apps" I get the expected no context menu, but if I go to pinned apps or recommended, I can access a right click menu.
