Printer QUEUE empty at times w/PDF's

Happens when I go to some sites. I download and print or save and then print QUEUE is empty, but can print saved/downloaded PDF from laptop.

See if the issue happens using a 3rd party pdf app. Adobe Acrobat Reader DC from the Microsoft store.
I never allow my browser to handle my pdfs.
