Even though the DVDs are new, they could be defective. I've had more than my share of bad DVDs. Especially with multiple DVD sets. It also could be that they are for playing in a different region or format. If you're in the US, they should be in the NTSC format and be Region 1. It should say somewhere on the DVD cases.
