Program Files directory on D: Drive

I have just bought a new Windows 11 PC, with the C: Drive for the system, D: and E: Drives for personal data.
I have relocated Documents, Music, Pictures etc to D or E.

I also went into the system storage advanced and changed the locations where it should store content is saved - like on my old Windows 10 PC.
So, new apps on C:, New Documents on D: etc.

Now it seems Windows has created several new directories on my D: and E: drive, included one for my local name plus "Program Files" and "Windows Apps"
Why on earth are these here, as the Windows 11 should be installing all new apps to the C: drive.

I reverted back to how it was, but can't get rid of these empty directories. It says I need permission from TrustedInstaller or System to make these changes.
I am the system administrator and can't do this.

Anyone know why this is done and what is the point of changing location where new content is saved?

I have same folders the Program Files not used but not sure about Windows Apps folder.
