Program Manager preventing shutdown and restart

Hello,

Every now and again when shutting down or restarting, Windows tells me that "Program Manager" is running in the background. This sometimes prevents my pc from shutting down or restarting for a few seconds.

Does anyone knows how can i fix this problem?

Check the info here, there's a description of each, especially AutoEndTasks, WaitToKillAppTimeout and WaitToKillServiceTimeout

@Edwin's link does give a good description of each of processes and some of the tweaks may well still be valid. But I would hesitate to run that full set of tweaks from 2012 in AskVG's reg file in today's Windows 11. I believe in later versions of 11, some of those tweaks no longer work.

@Brink writes the tutorials here on the forum and keeps his tutorials updated as Windows 11 advances so those are the ones I suggest using. He always gives the user the option for how to undo a tweak, too.

It's not a problem per se, it's Windows' way of protecting your data.

What Actually Happens:
The Stop Signal: Windows sends a "close" command to all active programs.
The Delay: A background app or service is busy, frozen, or saving data.
The Ghost Process: The app fails to close within the standard 20-second timeout window.
The Fallback: Windows groups this unassigned process under the generic term "Program Manager" and halts the shutdown to protect your data.

So is it safe to turn on the Auto end task so I would not see the delay message again?

Yes, it’s generally safe, as long as you’re not running apps that might lose unsaved data.
