Program not appearing under notification settings

So I have a communicator installed on two PCs running 22621.
On one of them the program is appearing under the notification settings.
On the other one it is not so I am not getting notifications when someone is pinging me.
I tried all the usual solution but to no avail. I also tried to find the reg key to just copy it to the other PC but there was none.
Any other ideas appreciated. Reinstalling Windows is not an option as I dont have the time and patience to do so just for some notifications.

Whether or not an application appears in the Windows notification settings depends on the setting within the application itself that controls reporting its notifications. Check the settings within the app.

Thanks. There is no option to report it as such within the app.
And it is weird cause the same app on another PC in the house running exactly the same Windows receives notifications normally.
