Programs will not launch after windows update

Something seems to have happened after windows update. I can no longer launch any programs from either my desktop shortcuts or the all apps directory. Ie cant launch office 365 or adobe apps or anything else. I have an internet connection and firefox works etc. Has something been disabled or something, urgent help please.
I have latest win 11 updates on 23H2, and have done the usual things like chkdsk, sfc and dism etc. HP Spectre laptop.

I read somewhere one of the update causing you problem, i can't remember which site was it uninstall update see problem resolves.

Did you ran a cleaner after Windows Update or something like that?! :unsure:

I couldnt find out what caused the problem because after doing a restore point, it completely crashed. I actually found another restore point using dos which got me my system back but still the program launch issue. However, perservering, starting a msoft word, it came up with suggesting to go to control panel and do the short repair for office programs. This fixed all the office programs and seems to have fixed the others as well, so not sure what the original problem was. So done a restore point immediately and made a recovery disk!! Thanks for the comments guys.

You appear to rely a lot on restore points. Do you have any other backup strategy?

Yes, usb harddrive and network for images. But on holiday at the moment so no access to all my drives and tools.

Great. Just checking as so many don't do data backups and when disaster happens, they lose all their data, photos, etc.

Why? In 45 years, I've never needed anything other than a C: drive.

I seem to be having this issue again. And I have not changed anything. It seems a permissions issue, I am admin and the only user of Windows 11 Home. I can now only open my programs in admin mode and not normally. Is there a setting I need to check out
