Rule of (y)
Always install the chipset driver first... always.

AMD, Intel, motherboard, laptop, Chinese, Norwegian, smart phone, android... it doesn't matter.
Always install the chipset driver first.

Yeah i've installed first the chipset and then that optional driver, cuz i think that if i had installed the optional driver first and the chipset after, the chipset would have replaced the optional driver so i would have the new driver replaced with the old. right?

The chipset, more or less, controls the "communications" between the various parts of a motherboard.
That's why you want it installed first. It makes it a lot easier for the other drivers to install properly.

Imagine trying to find something in a dark room, filled with furniture.
Installing the chipset driver is like turning the lights on, first.

The chipset driver says: Over here is the RAM slot. There is the CPU socket.
Way over there is the vid card slot, and those little holes in the wall are USB ports.
That's the audio chip, and that thing over there is for connecting to the internet.
These things down here, connect to where we store data. Etc...

Silicon > BIOS > operating system > chipset driver > then everything else...

Personally, I always install the vid card driver, last. Cause the vid card is almost like a whole separate computer.

The motherboard chipset is kind of hard to explain, so here's a picture...

i've read on internet that the inf utility software only creates null files that remove the exclamation triangle from the device manager, is that true?

About this file/download

The Intel Chipset Device Software installs the Windows* INF files. An INF is a text file that provides the operating system with information about a piece of hardware on the system. In the case of the current Intel Chipset Device Software, that information is primarily the product name for the piece of hardware. This allows the operating system to show the correct name for that piece of hardware in Device Manager.
