Was the "fresh install" an in place upgrade repair, reset save files, or a clean install?
Run Memtest86+ for 8 or more passes > take pictures > post images or share links

The more the passes the better the testing conditions.
It sometimes takes passes into the 20's to detect malfunctioning RAM.

Hey man, I will try to help you. I recently experienced the somewhat the same thing as you, and I managed to get it fixed.
And it seems like our specs are really similar. I also have the Ryzen 9 7900x CPU and I have a Asus TUF 4080 OC GPU.
What PSU do you have?
Have you disabled AMD Integrated GPU in Windows or in BIOS? If this is a clean install of Windows I suspect it is disabled in BIOS.
And have you tried enabling it? Your system could freak out if it is disabled but wants to install drivers for it.
I see that you have the newest NVIDIA driver installed: 576.52. And this driver made my system freeze and crash. After a lot of research I found out that a lot of the newest NVIDIA drivers are poorly written and could cause crashes. I would recommend that you go to the manufacturer website for your GPU and find the exact GPU you have and download the newest listed driver from there.
Try downloading the driver and let me know how that went.
