Read-Only Folder Attributes Not Sticking

I am trying to make a folder read-only, but after I select it and apply, then go back into the folder to check it, it has been set to neutral and is allowing files and folders to be written to it.

Does anyone know how to make the read-only folder attribute stick in Windows 11?
I have even tested making a folder read-only on a non-system drive, but it doesn't stick anywhere in Windows 11.
Even using an elevated Command Prompt fails to make a folder read-only.

Do I select the "Everyone" group and "Deny" everything?
No, if you want it to be read only, then you really don't want to deny Read
Just deny Write.
