Receive and send SMS without a cell phone

Good Day.

Does anyone know if there are apps that would allow me to send and receive text messages (SMS) using my Windows 11 PC but without owning a cell phone?

Probably a bit of a tall order, but who knows.

Nope - there is no such thing as magic. Texting is a cellular network function, so you have to have a phone to do it. If you have a phone you can use the Windows Phone app on your PC to link to your phone. (This happens via WiFi.) Then you can use the app on your PC to send & receive texts - but it's the phone that is actually doing it.
