I have a 2GB USB which I'd like to use to try to repair my Windows 11 Start-Up (it can't boot). Any suggestions on which application I can try?

2GB should be sufficient to make a Recovery Drive if you do not include system files. A Recovery Drive is bootable and boots to the WinRE recovery environment, which includes booting to a Command Prompt.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro 24H2, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.

Presumably you have another machine on which you want to create this 2gb bootable usb stick.

what os is on that other machine?

One can make a recovery drive with only 2gb but you can't do much else with it. The best "freeware" to fix boot and any other windows issues is a windows iso of whatever version of 11 you are running. 8-16gb brand name flash drives, especially usb 2.0, are almost nothing these days. If you are looking to repair an incompatible machine your iso would need to be modified to bypass compatibility checks.

Have you attempted to get into WinRE by Holding down shift key during boot?

@glasskuter, Yes, I tried but getting to into WinRE but it's missing. 🤦‍♂️

@Bree, Brinks' tutorial says I need at least 16GB. There's no mention on how to omit the system files. But basically I just want to access my files for copying, like back in the day when we used a floppy as a Windows Startup disk. Afterwards, I would either use my Windows 11 USB to reinstall/repair Windows or start fresh with a new install.

How do you expect to do that with a recovery drive??? That's not what a recovery drive does. If all you want to do is copy your files the best way is to use a live Linux distro like Mint Cinnamon or Ubuntu and run it directly from a usb drive. You can copy files to external media. Linux does not care about permissions like you would run into if you tried to access the files on the drive using another Windows computer.

I already considered installing/running Linux USB but Linux is a bloody mess. I have no clue which version to choose from and the ISOs I have found are larger than 2GB.

On another pc, install macrium reflect trial version, create usb rescue drive - easily fits on 2 GB drive.

Boot from it and select link "fix windows boot problems" and follow prompts.

It's simply a matter of un-ticking the box for 'Back up system files to the recovery drive'. For browsing files, boot to the command prompt. You will not have File Explorer available, but you can run Notepad from the Command Prompt, then uses its 'File Open' dialog as if it were a file explorer.

A Macrium rescue usb has other advantages too. It has its own 'Macrium PE Explorer' you can use like File Explorer to find and copy files off an unbootable PC.
