I don't know about today, but a few years ago, a company I work with sent a drive off and they did just that. I didn't get a lot of details, but they recovered their data and it involved actually opening the disk chamber. They lost a small amount of data right were the platter damage was, but recovered a most of their data.
For reference, these guys sure seem to say they open the drives. Tons of other similar services show up in a Google search.
Rossmann Repair Services
They don't repair hard drives, they recover data.
"When people search for hard drive repair, they usually mean one of two things: either the drive itself should be fixed and returned to service, or the data on it needs to be saved. The first outcome is rarely achievable. The second is what data recovery delivers."
And they say the latter is what they do. They might take the platters out and read them on special devices, but I am guessing they replace the head assembly and try to read the data, which I doubt they could do with helium filled sealed drives. In any case they don't repair the device unless maybe it would be a circuit board issue.
