Save as or Save to

I have always set my PC to Save to... Desktop. Now when I try to save anything to Desktop, nothing appears until I right click empty space and select Refresh. Can you explain whats happening?

Refresh problems in Windows have existed since the last Century.
The problem comes & goes unpredictably.

I suggest you do not waste time trying to find a solution - there isn't one.
I once wasted a month of my life chasing supposed fixes but nothing worked for more than a day or so.
I now reboot every day to avoid the problem. But I might be kidding myself that this makes a blind bit of difference.
