Does such a thing exist?
I can use VLC but primarily I use Plex.
There's a LOT of anime out there but only some are dubbed in English.
Is there some kind of app that can read those English subtitles in real-time out loud?

I see it being problematic having a translation read over the speech in whatever you're watching. Having said that, I see that Netflix has a Subtitles Reader in its app.

What are you watching PLEX stuff on? PC or device via PLEX? I know of no PLEX plugin that can read subs out loud.

Possibly, if you connect to or create a media server on your PC, you could use a media player to watch the episodes. How you would do this, I couldn't tell you.
I also have a feeling the subtitles have to be like CC (Closed Caption) and not embedded. I don't have time to educate myself atm.

Apparently GOMPlayer for android (and I think Windows) can read subs aloud (I had a look, confusing website)

Sapi Speechsynthesizer for VLC (out of my depth of understanding)

I'd wonder if such a program would work with closed caption of those videos that are translations of the spoken words.
