Second monitor doesn't remember all windows locations in external monitor

Hello,

Despite enabling "Remember window locations based on monitor connection" under System/Display/Multiple Displays one of my external monitors (I have 2) doesn't remember all the window locations. Out of the 9 windows opened in the application, I'd like the second monitor to display 7 windows and the laptop monitor to display the other two (none in the third monitor). However, after closing the application it remembers only 4 of the locations in the second monitor, so I have to manually bring the other 3 from the laptop monitor to the second one each time I start the application.

I'm not sure if this is a Windows 11 issue, or a hardware issue related to the monitor, or an issue related to the specific application that I'm using.

I'd love to use the Windows 11 feature but open to third-party applications that can do the job.

    This PC was built in Sept 2019.
    Denon Dolby Atmosphere sound system with 7.3.2 (3subs, 9 speakers).
    Storage on portable hard drive attached to USB 3.0 router port. (Movies, Music, and files)
    Few other PC's, laptops, tablets, Raspberry PI's. So many other tech devices.
    Everything is on a UPS! I have a whole house generator too :D

I have 2 monitors that I use for my apps. Some days when I open Firefox it is on 2nd monitor(which I want it) and then every now and then it will open to the main monitor. So yes I think Win11 is causing this or a recent update from MS. I can't recall that ever happening to me in Win10. When I set something it stayed there until I done a fresh install of the OS. There are still a lot of bugs in Win11 so I don't expect it to be as smooth as Win10 just yet.

Let's hope they fix it soon. I do agree Windows 11 is quite buggy.
