Settings icon on Taskbar alternates between the normal cog and something like a keyboard symbol

Recently, the normal Settings cog symbol on my taskbar has been switching back and forth for a keyboard-like symbol (see screenshot - 3rd symbol from left, 4th from right). Any idea what is going on?

The whole desktop has sometimes been changing from its normal appearance (second screenshot) to black with large icons, a bit like Safe boot - don't know if this is at any special time of day, as it happens when I'm not using it

I think I'v e sorted the Cog problem by rebuilding the icons, but still have the weird background change with no taskbar
