Is there a way to hide the "Recommended settings" tab that appears on the opening screen of the Settings window ? I have turned off all the settings in the "Privacy & security > Recommendations & offers" section of the Settings window.

There is no toggle, Group Policy setting, or registry option that hides that section. It’s part of the new Settings Home layout introduced in recent builds, and it’s not user‑configurable.

@idgat 's second recommendation is what you're looking for. You just need to run the .reg, close and re-open Settings.
