The problem was solved with a little help from ChatGPT. I'm not sure exactly what helped, but after removing a few IDs from bcdedit and running these commands:

Code:

mountvol /E
diskpart
select disk 0
select partition 4
remove letter=R
exit

shutdown /s /t 0

reagentc /disable
reagentc /setreimage /path \\?\GLOBALROOT\device\harddisk0\partition4\Recovery\WindowsRE
reagentc /enable

after a few reboots, it remains enabled in the correct partition and boots successfully.
